Commission backs rezoning and sign modification to allow ‘halo’ sign at Cook PUD (Show Hope building)

The Franklin Municipal Planning Commission voted to recommend approval of Ordinance 2025-05 (rezoning 0.89 acres at 903 Murfreesboro Road from General Office to Planned PD 6900) and Resolution 2025-23 (a development plan with one modification of standards to allow an existing halo-illuminated wall sign) to the Board of Mayor and Aldermen.
Greg Gamble, representing the applicant and the nonprofit Show Hope, told the commission the building’s halo-lit sign is white, dimmable and already installed; the rezoning and development-plan package were submitted specifically to allow the existing sign under a modification of standards. Staff said the site meets parking requirements and that staff is exploring a zoning text amendment to regulate halo signage citywide; the sign request will be discussed at a future joint conceptual workshop.
The commission voted to recommend approval of the rezoning and to approve the modification of standards for the wall sign. Commissioners who moved and seconded the motions included Commissioner Allen and Commissioner McLemore; roll-call votes were recorded as aye by the commissioners present and the motions passed.
Staff recommended approval with conditions for the development plan. The recommended action forwards the rezoning and the development plan with the approved modification to the Board of Mayor and Aldermen for final action.
