Senate Bill 11-87, a trailer to earlier legislation on agricultural protection areas, passed the Idaho Senate on March 28, 2025. Sponsor Senator Adams told colleagues that SB 11-87 resolves a conflict in earlier implementation language by aligning the process used to add parcels to existing agricultural protection areas (APAs). Under the change, either the county board of commissioners or an appointed planning-and-zoning administrator or other designated official may approve or modify an APA.
Senator Adams said the Idaho Association of Counties and the Farm Bureau support the alignment and that no opposition had materialized to date. No amendments were offered during the brief floor debate, and Senator Harris moved to use the prior roll-call used for House Bill 25 for the passage vote; the senate secretary announced 34 in favor and one absent. The bill’s title was approved and the bill will be transmitted to the House.
The change affects how local governments may administratively add parcels to an APA and clarifies that counties may delegate approval authority to a designated official. The bill was described as cleanup/trailer legislation to implement the intent of earlier Senate Bill 11-33.
