City staff and commissioners told the commission that the record for the project closed after a February 27 public hearing and that the decision must be based solely on materials already in the record.
City planner Alyssa Rodriguez summarized the staff findings and recommendation in the commission meeting packet, saying staff recommended denial of the plan-unit development, critical-area review and preliminary plat. Rodriguez said the three applications were reviewed together under Washington’s project-review timelines and that the staff report concluded several approval criteria were not met.
