House committee adopts amendments and votes do-pass on House Committee Substitute for HB 235, 11-0

The House Committee on Higher Education and Workforce Development voted unanimously to adopt a committee substitute for House Bill 235 after approving two committee amendments.
Chairman Brown opened the executive session and moved adoption of the house committee amendment ending in 0.05h and later the amendment ending in 0.06h. Committee discussion identified three substantive components of the 0.05h amendment: renaming the bill to refer to tax credits for improving communities; adding Representative Castile’s benevolent tax credits; and increasing the population threshold for eligible counties to 100,000, which the chair said would open eligibility to 29 additional counties. Representative Shields then moved the 0.06h amendment, which she described as addressing administrative complications when benevolent tax credits are oversubscribed: removing penalties and interest if a taxpayer later learns too many credits have been claimed and allowing payment plans or payment within 60 days after the Department of Revenue issues notice.
After brief discussion and no recorded opposition, the committee adopted amendment 0.05h and amendment 0.06h by voice vote. Chairman Brown then moved to roll the two committee amendments into a new house committee substitute and adopt the substitute. The committee adopted the substitute and then voted the house committee substitute for House Bill 235 “do pass.” A roll call produced 11 ayes, 0 noes. Chairman Brown announced, “By your vote of 11 aye, 0 no’s, you have voted house committee sub for house bill 235 do pass.”
