Portage County plans to hire consultant to produce ADA transitional plan

PORTAGE COUNTY, Ohio — Portage County staff told commissioners they intend to hire a consultant to develop a countywide Americans with Disabilities Act (ADA) transitional plan that will evaluate public access across buildings, roads and communications systems.
County ADA staff described the transitional plan as an extensive, one-time project that will cover public facilities, crosswalks and audible signals, website accessibility and other public-access elements. Staff recommended contracting a professional firm with ADA expertise to assemble the plan and said Youngstown State University has experience assisting nearby counties.
The presenter said the plan will be focused on public access (internal and external public buildings) rather than employee accommodations, which are handled separately. The county intends a temporary, contract position to compile the plan and deliver a final product that county staff can maintain. The Federal Highway Administration and recent 2024 communications-access guidelines were cited by staff as part of the plan’s scope.
Commissioners asked clarifying questions about the study’s coverage (internal public buildings versus nonpublic infrastructure such as pump stations) and staff confirmed the plan will concentrate on spaces the public uses. Staff said they will bring a resolution to the board next week to authorize the contract.
