Tampa City Council on March 20 approved multiple second-reading rezoning ordinances, a temporary event zone for the NCAA Women’s Final Four and a street-vacation ordinance. Most votes carried unanimously; two rezoning measures drew individual dissenting votes.
The council adopted an ordinance creating a limited event zone for the NCAA women’s Final Four to regulate temporary outdoor activities, tents, signage and first-amendment zones, covering April 2–7, 2025. The measure passed on second reading unanimously (mover: Councilmember Miranda; second: Councilmember Henderson).
Council also approved a range of second-reading rezoning requests and a vacation petition after staff presentations and public notice. Notable outcomes: - REZ204405 (3807 & 3811 W. Swan Ave.) — Rezoned from PD to PD (residential single-family attached). Motion carried; Councilmembers Clendenin and Hertak voted no. - REZ2470 (3602 W. Azeal St.) — Rezoned from PD to PD (business/professional/medical office). Carried unanimously. - REZ24101 (8813 Brooks St., 8901 N. 13th, 8814 N. 14th) — IG zoning granted. Carried unanimously. - REZ24102 (3604 Temple St.) — RM16 to RM18. Carried unanimously. - REZ24104 (402 S. Oregon Ave.) — RM12 to PD (single-family detached). Carried (Carlson recorded a no vote). - REZ24108 (2902 Melbourne Blvd.) — rezoned to commercial general. Carried unanimously. - REZ24110 (622 & 642 W. Dr. Martin Luther King Jr. Blvd., 3912–3917 N. Blvd.) — rezoned PD to CG/RS50. Carried unanimously. - REZ2519 (3502 N. Lincoln Ave.) — RS50 to PD (single-family detached). Carried unanimously. - VAC25-01 (portion of West Chelsea St. right-of-way) — Council voted to vacate the described portion of West Chelsea Street (motion carried unanimously); vote sets second reading for April 17, 2025.
Council opened and closed multiple public hearings related to these land-use items. Where staff certifed revised plans were required for second reading, council approved after those revisions were filed and certified with the clerk’s office.
Why it matters: The rezoning actions change permitted uses and development standards on multiple parcels across Tampa and set the legal framework for pending projects. The event-zone ordinance gives the city temporary regulatory authority to manage safety, signage and commercial activity during the Final Four weekend.
