Council awards Elm Park improvement construction contract; CDBG funds to pay for walking paths, courts and restrooms

Williamsport City Council on March 27 approved a resolution awarding construction services for the Elm Park Improvements Project to LandServe, the lowest responsible bidder, for a base bid of $894,177.90. The project is funded with Community Development Block Grant (CDBG) funds and the bid review was conducted by SEDA-COG and city staff.
Project scope includes paved walking paths to three baseball/softball fields, a paved concession area, concrete under the pavilion, paved parking and accessible parking stalls near the tennis courts and ball field, resurfacing six existing tennis courts and converting three of those into six pickleball courts (resulting in three tennis courts and six pickleball courts), and installation of prefabricated men's and women's restroom buildings.
Finance committee members noted the restrooms account for a large portion of the contract price and that lead times on prefabricated restroom buildings (reported as up to six months) could delay final completion to October if an available building is not found. City staff said there is a potential option to secure a prefabricated restroom that had been ordered by another party and is presently available from the manufacturer; if that option works, staff estimated completion could occur in mid- to late summer.
Council also discussed an ad-alternate for electrical/lighting work that currently lacks funding; staff said that work could be considered as a second phase if additional funding is located.
The resolution to award construction services to LandServe passed 7-0.
