Fiscal Court approves minutes, transfers, travel and promotions; change order for sport court accepted

At the start of the meeting the court approved the previous meeting’s minutes (motion by Mister Jones; second by Kelly Corman) by voice vote. The court also approved transfers as presented (mover Rick Costello; second Dwayne Ellison) and approved bills and hand checks (mover Chad Wallace; second Dwayne Ellison), each by unanimous voice vote.
Travel and training requests approved by voice vote included ratification of an out‑of‑state detention‑center training and approval for two staff to attend a Veil Tracker (jail management software) conference in Indianapolis April 27–29; motions and seconders were recorded in the meeting minutes for each item and each carried by voice vote.
A $6,000 change order for the sport court project was approved. County staff said the contract included a customer‑responsibility clause for excavation into rock and nonstandard soils; the change order covered additional foundation excavation after crews drilled multiple test holes and encountered rock. The court approved the change order on a motion seconded by David Livingston.
The court approved a promotion in the fire department: Lou Zender will be promoted to battalion chief effective March 29 with a new hourly rate of $26.07; the promotion generated a sequence of internal promotions to fill the vacated captain and lieutenant roles. The promotion was approved by voice vote following a motion and second.
The court approved a request to send members to the Bluegrass Regional fly‑in in July for meetings with members of the congressional delegation and federal staff on economic development and other projects. Court members said the trip had yielded useful meetings the prior year.
Separately, a motion to appoint Channing Meadows to the Board of Adjustment failed to obtain the majority needed; see separate item.
All items listed above were approved by voice vote unless a roll call is noted in the separate Board of Adjustment item.
