Carolyn said the project would hire a consultant to complete a fine-grained inventory of residential and community buildings in Laurel Park, producing documentation and application-ready material for the National Register or other preservation tools. The total request is $35,000 with a $3,000 staff-time match. Staff said this neighborhood has a distinct historic character noted in the city’s preservation plan and that a district-level inventory could support future grant eligibility and stronger review of demolition or alteration proposals.
Committee members asked how this proposal differs from other efforts, including a fall application to document carriage houses and outbuildings across greater Northampton. Carolyn explained the difference: the Laurel Park effort focuses on a discrete neighborhood character district and readiness for district-level National Register nomination, while other projects document individual structures citywide for different regulatory and educational uses.
A committee member asked whether the Laurel Park Association was asked to contribute; Carolyn said the city did not seek a financial contribution from the association for this application. No vote was taken March 19; public comment and deliberation will follow the April 2 meeting.
