Boggy Meadow accessible trail design seeks CPC gap funding if state MassTrails grant falls short

Carolyn, a city project manager, presented a construction-ready design for a one-third segment of an accessible trail at Boggy Meadow on March 19, asking the Community Preservation Committee for gap funding in the event a state MassTrails grant is not awarded.

Carolyn said the proposed accessible segment would run from the existing entrance and parking area to a wetland observation area near the beaver lodge. The total project cost is $257,000; the city has applied for a MassTrails grant and, if successful, the funding gap would be $69,000. She said the MassTrails program is state-funded, and award decisions are expected in early summer.

Committee members raised questions about tree impacts, steep grade sections and surface material. Carolyn said some trees may need to be removed to achieve accessibility-grade requirements and that the city will install tree protection where feasible. She acknowledged tree removal could be greater than citizens might expect but said preserving long-term trail stability and accessibility could require removal rather than risking construction damage that would kill trees later.

Members and staff discussed surfacing alternatives. The design calls for compacted stone-dust (a soft surface) but committee members suggested durable alternatives or paving for the steepest sections near the parking area and concrete pads under benches as bid alternates. Carolyn said designers accounted for occasional maintenance vehicles and mowing equipment, and that the specifications should accommodate infrequent light vehicle access for dam inspections.

No CPC funding decision was made March 19; staff said the committee will accept public comment on April 2 and begin deliberations later in April.
