Northampton Licensing Commission approves manager change, multiple short-term permits and a stock transfer

The Northampton Licensing Commission on Feb. 19 approved several routine license requests, including a change of manager on an annual all-alcohol package store license, multiple short-term wine-and-malt permits for arts events at 33 Holly Street and a transfer of stock for Northampton Liquors & Wines.
The commission granted Table and Vine Incorporated’s application to name Corey Decker as the manager on record for the store at 136 North King Street, replacing Dominic Fratini. Katrina Populacek, representing Table and Vine and Big Y, said Corey Decker “has been with us for more than 15 years” and completed off‑premises responsible‑serving certification. Commissioners recorded a motion to approve the change and voted unanimously in favor.
The commission also approved short‑term wine‑and‑malt permits for two 33 Holly Street tenants: the Northampton Center for the Arts’ World of Piano series (three dates in February and March) and Available Potential Enterprises (APE) for the Back Porch Festival on March 7–8. Northampton Center for the Arts representatives confirmed required documentation had been submitted; the commission approved a fee waiver for that series. APE asked for a fee waiver; commissioners declined to approve a waiver immediately and directed staff to place a fee‑waiver policy discussion on a future agenda so the commission can consider formal criteria for nonprofit waivers.
Glow Studio LLC, d/b/a Glow Beauty Bar, applied for a short‑term wine‑and‑malt permit for an Arrive at 5 event on March 5. The applicant was briefly absent; when the applicant joined later the commission approved the short‑term permit contingent on receipt of a tip‑certification, liquor‑liability insurance and documentation showing the licensed alcohol distributor to be used.
Separately, the commission approved a transfer of 49 shares (stock transfer) at Danvic Corporation, d/b/a Northampton Liquors and Wines at 104 Conz Street, naming Kudrat Patel as the new 49% shareholder; Attorney Timothy O'Leary represented the applicants. Commissioners said the paperwork was complete and voted to approve the stock transfer.
