Planning Board continues 3 Elm Street (Sunwood) mixed-use hearing to March 27 over stormwater review

The Northampton Planning Board on Feb. 27 voted to continue a continuation hearing for a proposed five-story mixed-use building at 3 Elm Street until March 27 at 7:10 p.m., after Planning Department and Department of Public Works staff said a stormwater permit remains under review.
The project, proposed by Sunwood Builders LLC and presented by Berkshire Design Group, is described by the applicant as a roughly 88,500-square-foot building that would include about 71 residential units. Planning staff said the Department of Public Works (DPW) has not completed its stormwater-permit review and requires two weeks to review any additional materials the applicant submits; DPW review must be complete before the board can close the hearing and vote.
Caroline (planning staff) told the board the DPW asked the applicant to submit more stormwater information; because DPW needs two weeks to review, staff recommended pushing the hearing to March 27 so the review period would be adequate. Jeff Spire of Berkshire Design Group acknowledged the project’s scope and said the applicant was gathering additional materials and input requested by staff and other reviewers, including historical-preservation and neighborhood comments.
Board member Rich Baker moved to continue the hearing to March 27 at 7:10 p.m.; the motion was seconded by Faith. The board voted unanimously: Stacy Dake (yes), Rich Baker (yes), Chris (yes), Jenna (yes), Melissa (yes) and George (yes). The board noted the meeting will again accept public comment when the hearing resumes.
No decision was made on the merits of the project; the continuation is procedural to allow DPW and other reviewers time to complete technical reviews. Planning staff invited the public to return on March 27 to present comments and updated materials.
