The Northampton City Planning Board unanimously endorsed two administrative land‑division plans during its Jan. 9 meeting: a parcel transfer at the corner of Norwood and Warner streets and a lot split creating a new Terrace Lane parcel from 41 Hatfield Road.
Both items were presented as administrative adjustments to existing property lines rather than approvals of new construction. Planning Department staff described the first item as a transfer of 3,284 square feet from Parcel A to Parcel B at the Norwood/Warner corner, increasing Parcel B’s combined area to about 8,700 square feet from about 5,450 square feet. Carolyn (Planning Department staff) said the swap does not create a new lot because it does not add frontage.
The board moved to endorse the Norwood/Warner plan on a motion made by Chris Tate and seconded by Sam. The roll call vote was recorded as Stacy: yes; Chris Tate: yes; Sam: yes; George: yes. The motion passed on a unanimous vote.
The second item would carve a new rear lot (labeled Lot 2) from the property at 41 Hatfield Road, giving the new Terrace Lane parcel roughly 86 feet of frontage with a building envelope concentrated in the first 50 feet of frontage, according to the plan presented. Staff noted the parcel sits near Saint Mary’s Cemetery and opposite a concrete batching operation by the bike path and North Elm Street. The board moved to endorse the Hatfield/Terrace Lane plan on a motion made by Stacy and seconded by Chris Tate; the same roll call pattern produced a unanimous vote in favor.
Planning staff did not present any approvals of permits or building permits as part of these endorsements; the actions were limited to endorsing the record plans as submitted. Minutes from the Dec. 9 meeting were not disputed at this hearing, and the board adjourned at about 7:32 p.m.
