Cumberland County commissioners approve multiple contracts, authorize shredding bid

The Cumberland County Board of Commissioners authorized advertisement for bids to standardize paper-shredding services and approved a package of contracts, renewals and grant-related actions during a regular meeting.
The board voted to advertise for bids for countywide paper-shredding services after staff reported departments currently use different vendors and total annual spending is nearing formal bidding thresholds. Justin Miller (Facilities staff) told commissioners that bidding would allow the county to standardize procedures across departments.
The board approved a contract for the Alert 1 medical alert personal emergency response system for eligible consumers in the county options program. Nancy Komplin (Aging & Community Services) presented the item and commissioners approved it by voice vote.
Commissioners approved an addendum to the contract with Bethany Christian Services of Central Pennsylvania to reduce gross foster-care rates to remove portions covered by medical assistance. Jamie Bryber (Children & Youth) said the addendum lowers rates to reflect the portion paid by medical assistance.
The board approved two District Attorney’s Office laboratory contracts presented by Eric Radnavich: a Dynax service contract for $12,542 for toxicology instrument service and a DNA contract renewal for $214,000. Radnavich said part of the DNA contract is covered by a senator’s office grant.
Finance presented an addendum to extend Questica Software and OpenBook services for one year at a total cost of $62,963.17; the board approved the extension. Carrie Pickenbinder (Finance) presented the item.
Mental health and IDD contracts were approved: an amendment increasing funding to The Arc of Cumberland and Perry Counties by $47,324 for FY24–25 based on currently authorized services, and a new FY24–25 contract of $3,000 with Work Opportunities Unlimited to provide supported employment services. Mark Evans (MH/IDD) presented both items and disclosed a past board affiliation with The Arc that has since ended.
Planning staff presented five projects funded through a 2024 Community Conservation Block Grant (DEP) award and recommended contract awards: Biddle Mission Park forest-buffer enhancement with the Bureau of Carlisle for $46,500; a Lawn-to-Meadow conversion project with David and Libby Rosen Center for Healthy Families / Red Tomato Farm for $19,729; a detention-basin retrofit with Lower Allen Township for $153,096; a Middlesex Township stream-restoration project for $101,200; and a Misty Meadows bioswale project with South Middleton Township for $49,047. Elizabeth Grant (Planning) said these were in the county’s DEP grant application and approved by DEP.
Public safety staff asked the board to approve applying for the Emergency Management Performance Grant (EMPG), a reimbursable grant with a performance period from October 2024 through September 2025; the award amount will be set when the federal/state award letter is received. Claudia Garner (Public Safety) said recent annual averages have been about $101,000 and that the EMPG typically supports up to 50% of two staff positions. Commissioners approved the application.
