Testimony came from affordable housing and nonprofit developers who said rising insurance costs are increasing operating expenses and threatening the viability of affordable and supportive housing. Kizzy Downey, chief executive officer of Model Cities (testimony transcript: "Bridal Cities of Saint Paul"), told the committee her organization’s insurance costs rose roughly 40% over four years on an operating budget under $5,000,000. Jeff Filipich, development director at Center City Housing, said insurance has become one of the top expenses and that some properties face difficulty obtaining quotes due to resident populations and underwriting changes. Julia Nurban of Minnesota Interfaith Power and Light cited a major hail event in August 2023 and a Consumer Federation of America report showing diminished affordability and availability of insurance in Minnesota.
Senators offered feedback on task force membership. Senator Draheime recommended adding representatives from multifamily housing and small‑business groups; other members suggested including more insurance providers or independent brokers to capture the market perspective. Senator Port said she would work on membership composition as the bill moves forward.
