Commission approves no-fee schedule for Independence Day, Luminary Walk and other community events

The Park and Recreation Commission on March 27 approved a slate of no-fee special events for 2025, including the Independence Day celebration, a Luminary Walk in October, Chapman in the Park during the holiday season and the Reindeer Run in December. Staff presented event details and explained insurance and licensing responsibilities required of event hosts.
Staff described the Independence Day schedule: a pickleball tournament at 9 a.m., a parade at 9:30 a.m., food and beverages beginning about 9:30 a.m. in Regner Park, entertainment beginning about 10:30 a.m., and a Duck Derby following the parade with fireworks at 9:30 p.m. Thunder Baseball is organizing food and beverage operations and must provide its own insurance and any necessary alcohol licensing through the city clerk’s office; staff emphasized that those requirements are not waived because the event is a city co-hosted occasion.
Other approved events include: - Luminary Walk (Oct. 18) co-hosted with Friends of Lac La Ron and the Parks and Forestry Department; the Friends group carries liability insurance. - Chapman in the Park (Nov. 28–Dec. 24) hosted by Sunrise Rotary under an existing memorandum of understanding; the Rotary pays electrical costs tied to the light displays as part of that MOU. - Reindeer Run (Dec. 7) co-hosted by Friends of Park and Rec and the department at Regner Park.
A motion to approve the no-fee events was made, seconded, and carried by voice vote.
Why it matters: these events are major seasonal activities that rely on community partners and volunteers and require coordination on insurance, licensing and vendor responsibilities. Staff emphasized that even for city co-sponsored events, outside groups must satisfy insurance and licensing requirements.
