The West Bend City Park and Recreation Commission on March 27 approved a revised Aqua Park policy (Policy Draft 2) that refines online ticketing rules, refund handling and group-discount procedures for the 2025 season.
Commissioners approved the update after a staff presentation outlining wording edits and operational clarifications. Ryan (Park staff) summarized the changes, saying, "In the agenda packet that you all have is policy draft 2." He detailed edits including removal of a hardcoded year in a waiver clause, changing a fixed refund amount to a percentage, and removing dollar amounts from volume-discount language so the policy remains flexible as pricing changes.
The policy directs that refunds for online purchases will be returned to the card used for payment regardless of whether the purchase used a household account or a guest purchase. The draft also states that online purchases via WebTrac must be completed within a single session to qualify for a volume discount; staff gave the example that buying five tickets for the 11 a.m.โ1 p.m. session and five for 1โ3 p.m. would not qualify as a single-session purchase. Due to current software limits, groups of 20 or more are instructed to contact the Parks and Recreation office to complete reservations. For in-person group purchases at the Regner Park Beach House, staff said chaperones will receive free general swim admission while paying the Aqua Park rate when applicable.
Commissioner Justice moved to approve the policy and the motion was seconded; the commission approved the policy by voice vote.
Why it matters: the policy changes are intended to reduce operational confusion at the beach house and online and to avoid hard-coded dollar amounts that would require further amendments when prices change. Staff said punch-pass usage and age categories were not substantively changed.
The commission directed staff to implement the revised policy for the upcoming season and to proceed with online and point-of-sale updates to reflect the single-session rule and the revised refund handling.
