Parowan City Council discussed March 27 several complaints about construction-site trash blowing into adjacent properties and crop/farm impacts and asked staff to return with draft code language requiring closed construction dumpsters and stronger enforcement mechanisms.
Council members recounted a report from a local irrigator who said the farmer lost two young calves that ingested plastic bags blowing from nearby construction sites. Members described repeated occurrences where packaging and styrofoam have blown into fence lines along Highway 91 and neighborhood fences. Council and staff noted that current zoning enforcement is largely complaint-driven and that some builders have cooperated when the city directly contacted them.
Council directed staff to research existing municipal nuisance and construction permit language, examine neighboring municipalities’ approaches, and draft an ordinance or building-permit condition that would require enclosed/covered roll‑off containers or other mitigation measures. Staff said they would present suggested language and an enforcement approach for council review at a future meeting.
