Mahoning County Land Bank delays planned home demolitions in Struthers until fall, city safety director says

Safety Director Bob reported the Mahoning County Land Bank notified the city of delays in a demolition program that covers properties in Struthers. He said glitches in the contract process between the county and the State of Ohio have postponed activity and that the Land Bank does not expect demolitions to occur until the fall.
“I got emailed today from Mahoning County Land Bank. The grant and everything with the ... development for demoing our houses, there was some glitches, and they're just now signing the final contract with the state of Ohio,” Safety Director Bob said. He described a timeline the Land Bank provided: about 30 days to perform abatements and another 30 to 45 days for greening after contract signing, with demolition expected afterward.
The safety director said the delay affects a group of five houses the city has sought to have demolished for roughly a year and a half. When asked whether the city had acquired Land Bank parcels in Edison, the safety director said the city had secured a small parcel that will be split between two neighbors and that acquisition paperwork “came in today.” He added that the larger group of five houses remains on the Land Bank schedule and will be handled when the county/state process is complete.
No formal action was taken during the caucus; the report was informational. The safety director said the county and state were handling contractual matters and estimated the full process would take four to six months once the contract is signed.
Ending: City staff will continue to track the Land Bank contract and demolition schedule; council did not vote on any acquisition or demolition during the caucus.
