APC staff outlines metropolitan transportation plan goals; updates draft TIP, federal funding and 18-month letting list

APC staff told the Tippecanoe County Technical Transportation Committee that the MPO’s Transportation Study Committee has begun work on the metropolitan transportation plan, starting with goals, objectives and performance measures; the second meeting was scheduled for April 3.
Staff said early themes include retaining a multimodal focus—improved sidewalks and trails linked to destinations and transit stops—and supporting economic development objectives. Staff said the goals phase is high level and the committee will next develop more specific objectives; staff also said public engagement will be rolled out soon and local project engineers may be contacted for project-level information.
In a separate briefing, APC staff reported the draft 2026–2030 TIP has been submitted to INDOT, FHWA and FTA for review; comments from INDOT and FHWA have been received and were minor. Staff said the draft has been updated to include projects that were added by the committee earlier this month and that the document and comment responses are online for review.
On federal funding, staff explained that a set of funds flexed from FHWA (HSIP) to FTA have been obligated, and that two STBG projects (PE and CE for Sagamore Parkway) have been obligated pending execution of LPA–NDOT contracts. Staff said they are awaiting review by the state attorney general’s office on those contracts and noted an April 24 deadline to obligate certain funds; staff reported they have a contingency plan if obligations cannot be completed by that date.
Staff also reviewed the MPO’s 18-month letting list and recent contract awards: a U.S. 52 bridge deck overlay with an engineer’s estimate of $1,877,000 and a low bid and award to Superior; a State Road 25 thin deck overlay also awarded after two bids. Staff highlighted an April 9 letting for a State Road 225 trust reconstruction and repair contract that bundles two projects and noted limited contractor availability for that specialized work.
Ending: Staff said draft documents and meeting notes are posted online and that additional meetings and public participation will follow as the MPO advances the metropolitan transportation plan and the draft TIP.
