APC staff recommended approval, saying the tower would improve cellular coverage and emergency services in the surrounding area. The petitioner described the proposal as a 165‑foot self‑supporting tower with a 10‑foot lightning rod (155‑foot nominal antenna height) and noted the site is currently farm ground. "We are looking to do a tower, provide reliable service to this area," petitioner Jason Riggs said at the hearing; there were no members of the public who spoke in opposition.
