Engineers propose televising Branch 76 tile and schedule landowner meeting for Joint Drainage District 6

Engineers from ISG presented a preliminary investigation of Joint Drainage District 6 (a joint Osceola–O'Brien district) at a convened joint meeting March 25, finding the district's tile system was installed in the early 1900s, that the watershed is large (about 2,670 acres), and that the main tile drains roughly 1,500 acres. ISG recommended targeted improvements and offered cost ranges for landowners to consider.
Spencer of ISG described field visits and landowner interviews and said the petition for improvement originated with a landowner in the northeast quarter of Section 1 (filed by Galen Byers of Byers Farms). ISG's preliminary hydraulic review found that many existing pipes provide far less drainage capacity than contemporary standards — in several locations less than 0.2 inch drainage coefficient vs. typical design targets of 0.5 to 0.75 inch. "These tile are providing less than 2 tenths of an inch drainage coefficient," ISG said.
ISG presented three high-level improvement options: (1) replace selected reaches of the main and Branch 76 tile to achieve a 1/2-inch coefficient; (2) a larger upgrade to reach a 3/4-inch coefficient; or (3) a broader program to replace multiple branches and laterals. ISG provided preliminary cost guidance of roughly $1,000 to $2,000 per acre depending on scope and whether multipurpose drainage measures (wetlands or on-farm storage) are included. ISG recommended early-stage televising (a pipe-crawler video inspection) of Branch 76 to determine existing tile condition and inform landowner choices.
The joint board approved ISG's recommendation to televise Branch 76 prior to an informational landowner meeting. Motion by Supervisor Schulte with support from Frederickson passed; one supervisor recorded an abstention. ISG said a limited televising run could be completed April 7 while the firm is working nearby, at an estimated incremental cost between $1,500 and $2,000 for the work envisioned.
The joint board agreed to hold an informational (non-hearing) landowner meeting on April 10 at 1:00 p.m. at the Melvin Legion (Melvin, IA) to review ISG's findings and preliminary options; ISG will provide maps, photos, and the televising results for landowners. ISG also said it would examine assessment schedules and county records to confirm which lands are on current assessment rolls and whether any annexations or clarifications are needed.
The preliminary investigation found minimal archival records of repairs since the district's establishment in 1917 and recommended further field survey, targeted hydraulic modeling, and consideration of multipurpose drainage management (such as constructed wetland or storage features) to reduce downstream conveyance requirements and potentially lower construction costs.
The joint board authorized televising and set the informational meeting; ISG and county staff will send landowner notices and follow up with additional engineering detail if landowners indicate interest in pursuing improvements.
