The Kern County Planning Commission on March 13, 2025 approved a modification to Cluster Plan No. 1 (Map 231) and two related vesting tentative tract maps (7398 and 7399) covering residential development in the Rosamond area. The commission vote on the combined package was 4‑0, with one commissioner absent.
Paul Johnson, assistant planning director, presented the three interrelated requests and said Track 7398 covers about 40.35 acres proposed for 194 residential lots (lot sizes ranging from 5,000 to just over 11,000 square feet). Tentative Tract Map 7399 covers approximately 161 acres and proposes 181 residential lots (lot sizes 5,500 to about 13,700 square feet) and a designated remainder of roughly 161 acres not proposed for development at this time. All maps include associated limited design variations to the land division ordinance.
Staff said the subdivision review committee concluded the project sufficiently demonstrates compliance with the necessary findings and recommended approval. No citizen letters opposing these specific items were recorded in the staff packet; agency comments were summarized in the staff report.
A motion to approve the cluster plan modification and both tract maps passed with the recommended conditions and draft findings. Mr. Murphy reminded commissioners that actions of the planning commission are final unless appealed to the Board of Supervisors within 10 days, and noted the appeal filing fee is $562.
