Mike Palin (identified in the meeting as Mr. Palin), speaking for RiverRealm tourism partnership, asked the Lancaster County Board of Supervisors on March 27 for an additional $3,000 in county funding to support a year‑long marketing push to increase downloads and active use of the partnership’s Visit Widget mobile app.
Why it matters: Palin told the board RiverRealm’s app has attracted more than 7,000 web users since launch but not the level of mobile downloads the group wants. "It's not happening organically," he said, and proposed a continuous, low‑cost "drip" advertising campaign to prompt downloads and to enable push and proximity notifications during events such as the Urbana Oyster Festival.
Palin said the added $3,000 would be matched by Kilmarnock and supplemented by Tappahannock and Middlesex County contributions; the full RiverRealm operating budget for the coming year was projected at about $141,000. He also described three pending Virginia Tourism grants RiverRealm has applied for — a $60,000 program to promote extended family weekends, a "Where the Wild Things Are" outdoor program, and a "Trail and Tide" initiative focused on trails and waterfront activities.
Palin emphasized that Lancaster pays about 20% of RiverRealm's budget and captures a disproportionate share of benefit: he cited a bar‑chart in the packet showing Lancaster county tourism spending at roughly $81 million in 2023, or about 53% of the regional total on that slide. He said partners already have pledged to match local contributions for the ad campaign.
Board response: Supervisors asked how the campaign would benefit surrounding counties; Palin said the campaign would be pooled and managed so effectiveness could scale across RiverRealm. One supervisor noted the partnership’s prior county contribution history and confirmed the present request was $28,000 total from Lancaster (the regular $25,000 plus the requested $3,000 for marketing).
Ending: Palin said the campaign would focus on family‑friendly, budget‑minded itineraries and push notifications to event attendees. The board indicated general support and resolved to include the request in budget deliberations; no final appropriation vote was taken on March 27.
