The Laredo Airport Advisory Board held a discussion on March 1 about two linked rulemaking items: a proposed update to the minimum standards and requirements for commercial aeronautical services and a draft set of airport rules and regulations.
Staff said the minimum standards document had not been comprehensively updated since about 1994 and that the new draft is substantially longer, with changes covering minimum facility sizes, fueling‑tank requirements and other operational standards. Staff described the rules and regulations draft as a separate document intended to give airport staff explicit authority to enforce behaviors not covered by a general city ordinance (for example, no‑feeding rules on airfield or enforcement of vaping prohibitions under an airport policy framework).
Board members asked for a concise executive summary and a redline or comparison of proposed changes to the existing standards to make review manageable. Staff proposed a one‑month review timeline and an executive summary of the principal changes; board members agreed and moved for the item to be brought back at the next meeting.
A motion to bring the minimum‑standards item back next month carried on an affirmative voice vote. A second motion to take one month to review the rules and regulations draft likewise passed. Staff said the city manager’s office requires the development of standard operating procedures and policies and that the airport’s review will proceed in coordination with that timeline.
The board did not adopt final standards or rules at this meeting; members instructed staff to prepare summary highlights and to distribute the full drafts for review before the next meeting.
