Committee advances HB1134 after removing technology-related disclosure requirements from executive-session language

The Senate committee approved House Bill 1134 as amended after members agreed to remove technology-specific reporting and disclosure requirements from the bill and restore a more limited description of permitted executive-session topics.

The amendment package was described by the chair as returning the bill to its original intent and by the author as removing the technology provisions that had prompted pushback from counties and school corporations. Committee testimony in support came from county and school representatives who said the revised language addressed their concerns.

Hannah Carlock of RJL Solutions testified on behalf of the Johnson County Commissioners in support of the amended bill. Lisa Tansil of the Indiana School Boards Association told the committee, "the amendment that you just passed takes care of all of our concerns. We fully support the bill." Ryan Hoff, representing the Association of Indiana Counties, also expressed support after the committee adopted the changes requested by county associations.

Committee members described the changes in amendment number 6 as deleting multiple pages and lines that imposed technology-disclosure timelines or reporting that local units said they could not meet. One senator summarized the amendment: it deletes pages and lines that would have required local units to respond to detailed technology requests and returns the bill to the sponsor's original intent to limit executive-session disclosure changes to subject-matter descriptions.

After discussion and testimony, the committee approved the bill as amended on a roll call (10-0).
