Cape Cod Collaborative adds Plymouth as full member; Wareham committee approves amended articles

The Wareham School Committee voted Thursday to approve amended articles of agreement for the Cape Cod Collaborative that add Plymouth as a full member, after a presentation by Executive Director Hope Hanscomb.
Hanscomb told the committee the substantive change to the collaborative’s articles is the addition of Plymouth; the last time the articles were opened was 2015 and the Department of Elementary and Secondary Education (DESE) requires articles be updated when opened. She said the updated articles also remove “adjunct membership” language that DESE no longer permits.
"The substantive change tonight is just adding Plymouth," Hanscomb said. She told the committee Plymouth has participated in collaborative programs for several years and has already been paying the member rate for Waypoint tuition slots, so the change formalizes an existing relationship rather than adding new demand on slots.
Committee members pressed Hanscomb on whether Plymouth’s membership would reduce available seats for Wareham students. "No. Because they've been already participating in the slots, there aren't going to be fewer as a result of it," Hanscomb said, while noting that current limits on taking additional students are driven more by staffing and program-grouping practices than by membership counts.
Hanscomb said the collaborative’s capacity is governed by classroom numbers and special-education staffing ratios; she described plans to change student-grouping by need for next school year to better match students to peer groups, particularly at Waypoint.
The committee moved and approved the amended articles unanimously. Committee members were told the collaborative board had approved the revisions earlier this year, including a first read Feb. 12 and a unanimous board vote Feb. 26, and that member districts must finalize their votes before April 1 so the collaborative can file the revised articles with DESE.
The approval formalizes Plymouth’s status and updates the collaborative’s governance language to align with DESE requirements; local officials emphasized that current service limits stem from staffing and program structure rather than membership allocations.
