Camarillo council urges close watch on state housing bills that could curb local control

A council member on March 26 urged the City of Camarillo to track and respond to multiple California bills he said would reduce local control over housing and development standards.
The speaker listed several measures by bill number discussed during a California League of Cities legislative update and asked staff and a council policy committee to follow the bills as they progress through Sacramento and to arrange meetings with local legislators so the city can state its positions.
The items cited included (as spoken at the meeting) SB 329, AB 424, AB 492, SB 79, SB 677 and a list of additional assembly and senate bills the speaker said would limit cities’ abilities to impose objective standards, setback and height limits, lot-coverage limits and to collect impact fees in certain small-unit projects. He singled out a bill he attributed to a senator from San Francisco that would require cities to approve residential projects up to seven stories near public-transit stops and restrict local conditions and fees.
The council member said the proposals, if enacted, could “usurp local elected officials” and asked staff to watch the legislation and prepare to meet with state lawmakers identified during the remarks. He asked staff to prepare positions for the council and for council members to meet with state representatives as the bills move through committee. No formal policy position was taken at the March 26 meeting; the remarks were part of council member reports and a request for staff follow-up.
