Jim (Traffic consultant) told the group the team had shifted the technical focus from a long‑range model to near‑term scenarios that mirror the pilot. “We are instead focusing right now on what the traffic volumes and travel routes might be under the actual more near term pilot program,” he said, and described a three‑step approach: estimate trips that would divert from the center, identify the alternate routes those trips would take, and place counters on those alternate routes to measure change.
Consultants said the largest percentage diversion estimated in the models was 32% for one approach during an evening peak, which equated in their analysis to about 32 vehicles per hour on that…
