Harrison County commissioners approve routine bills, transfers and permits; clerk, finance and land-use items pass 5-0

Harrison County Commissioners Court on Feb. 25 approved a series of routine financial, procurement and land-use items, including payment of regular bills, a $200,000 transfer to cover group health insurance claims, and approvals for a preliminary subdivision plat and multiple utility applications.
County financial staff reported an outstanding invoice for jail control systems of $461,952.36 and said the county had received partial payments; the staff also said ARPA accounting showed the U.S. Treasury had deobligated $105 of the county's $12,927,034.87 in ARPA funds. "We deobligated $105 of the $12,927,034.87. So that's the ARPA funds, and we did not spend $105 of it," county financial staff said during the meeting.
On the consent and action docket the court unanimously: - Approved payment of regular bills. - Ratified a $200,000 transfer into the group health insurance fund to cover medical claims; staff said the transfer should keep the claims account solvent for about a month. - Approved three utility applications from Sabine Oil and Gas for work along County Road 3029. - Approved the preliminary plat for Southern Lines Addition, Phase 2, off FM 2208. - Ratified a revised local match for a FEMA SF-424 application to purchase a generator for the road and bridge department; the county rescinded Order 2024-610 and approved a new local match of $11,603.80 to reflect price increases on the generator; the overall project was described as "a little over a hundred thousand dollars." - Approved an out-of-state travel request for Gracie L. McDonald to represent county extension on a trip to Arlington, Virginia; extension will cover registration, hotel and airfare and the county approved payment of additional incidental expenses. - Approved a short-term renewal plan for the Thomson Reuters Westlaw account used by county attorneys and the public law library, maintaining access through Aug. 1, 2025, and setting a new monthly rate beginning that term. - Authorized publication of sealed-bid specifications for a county depository RFP and authorized outreach to local banks. - Approved a ground-lease transfer for property from Ponder Victory Enterprises Inc. and Ponder Investment Corp. to Ken Lawler Builders, Inc. - Approved routine treasury and investment reports, a fixed-assets salvage list and several administrative items including a month-to-month hangar lease for Hangar No. 41 effective March 1, 2025.
Most items were moved and seconded from the bench with no extended debate. Commissioners repeatedly emphasized that some projects and payments remain in process, noting outstanding invoices for projects such as the Holly Street drainage work where material had been paid but labor remained unpaid until the work was complete.

County staff said they expect additional tax receipts and continue to monitor cash balances and pending receivables. No contested votes or substantive policy changes beyond the water-resolution and advisory-committee items were recorded.
The court will reconvene for its next regular meeting; staff and departments were directed to proceed with bid publications, follow up on FEMA paperwork, and return any additional financial updates to the court.
