Northampton — The City Council on Jan. 16 approved an ordinance that allows the city to participate in the Massachusetts Fossil Fuel Free Demonstration Program, a state pilot that encourages new construction and major renovations to avoid fossil‑fuel heating systems.
The ordinance drew broad public comment during the meeting and was amended before the council’s unanimous approval to add specific exemptions and clarifications requested by residents, building professionals and state agencies.
Supporters told the council the ordinance would push builders and owners toward heat pumps and other electric systems while keeping limited exemptions for defined circumstances. “It is very reasonable and very well thought out,” said Bill Diamond of Northampton, who urged approval and said the change would “help people in Northampton to live in healthier buildings and pay less money for heating their homes.”

Councilors and staff repeatedly said the ordinance does not require owners to retrofit working fossil‑fuel systems; it applies to the defined triggers (new construction and major renovation) and includes the exemptions adopted at the meeting.
