The Board of Adjustment for the City of Beaumont on Feb. 6, 2025, approved a variance allowing Tiger Industrial to reduce the minimum street setback from 25 feet to 10 feet at the southern property line of 1870 Louisiana Street to permit construction of a new building.
The variance (file PZ2025-9) was introduced in a staff report and supported at the meeting by the applicant, Ron Cleveland, who said the existing paved drives and truck routes on the site would be disrupted if the standard 25-foot setback were enforced. "...that's where 18 wheelers traveled through right now," Cleveland said, describing how the proposed building footprint would approach the center line of an existing driveway. Staff notified 10 adjoining property owners and reported receiving nine in favor and zero in opposition.
The request stems from the light-industrial zoning requirement that calls for a 25-foot setback where a property abuts a street right-of-way. Staff told the board the tract contains three parcels; the application lists 1.1381 acres for the parcel that will contain the new structure, while staff flagged a larger overall site acreage of about 2.307 acres because the area is being developed as a single, common site. A staff representative said, "the application that they submitted with the acreage of 1.1381 acres is correct for the tract that the building will be on. However, as staff, we looked at this as a total site...2.3 acres is the overall acreage of the entire site." The board discussed that distinction during its review.
Board members asked for clarifications about utilities and site circulation. An overhead utility line was identified as a gas line in the right-of-way; staff said it is not on the applicant's parcel. Cleveland told the board that keeping the 25-foot setback would force removal or relocation of existing driveways and could affect on-site parking and truck circulation, including access to Interstate 10 nearby.
After discussion, a motion to approve file PZ2025-9 (reduce the southern setback from 25 feet to 10 feet at 1870 Louisiana Street) was moved and seconded. The board voted by roll call; all voting members present supported the variance. Board members recorded on the roll call as voting in favor were Chairman Timaeus, Board Member Beaver, Board Member Rowe, Alternate Board Member Lucas and Alternate Board Member Jones. The board granted the variance and staff informed the applicant of a 10-day lapse period before a permit may be finalized and advised the applicant to coordinate with staff on permit details.
The approval clears the zoning setback issue for Tiger Industrial's proposed building at 1870 Louisiana Street. The record for PZ2025-9 remains the official reference for next steps, including building permits and any required coordination on driveways or right-of-way utilities.
