County HR staff sought a single point of contact to simplify routine operations such as petty budgeted purchases, invoicing and time-card sign-offs. Commissioners and staff discussed restrictions: the county's carrier and TAC advised that no more than two commissioners should sign certain documents to avoid creating a "walking quorum." The court's adopted motion designates the county judge to handle day-to-day HR matters while major legal issues and lawsuits will continue to be reported to the full court.
The motion passed by voice vote; staff said the change should reduce delays for routine HR functions and that the auditor and TAC had previously provided guidance on the approach.
