The Commissioners Court voted to table action on a proposed rental community in Precinct 2 after concerns from commissioners and staff about drainage, runoff and septic-system impacts.
The discussion centered on an already-existing drainage pattern near the proposed development and complaints that effluent and runoff had been running downhill onto neighboring properties. Court staff described prior remediation work and said the property owner appeared responsive, but several commissioners said photos and reports of discolored water raised health and land‑use concerns.
The county’s permitting and fire officials reviewed the site plan. Staff said the design would add a looped access road and multiple onsite spray disposal systems. The court’s technical questions included whether spray systems could concentrate effluent into the same drainage path and whether runoff from nearby chicken houses and roof runoff might worsen impacts.
Court staff recommended requiring a maintenance/inspection contract for the systems if the site is permitted as commercial rental property. Commissioners asked staff to consult TCEQ and to request the developer or engineer to attend the next court meeting for follow-up questions.
