County update: annex demolition bids due as tax-note financing moves forward

John Duke of CPM updated the Commissioners Court on the county annex rehabilitation and demolition timeline and financing plans.
“We are actively moving through the bidding phase. We've got demo bids that are due this Wednesday at noon,” Duke told the court, and said general-contractor bids were due soon after. Duke also said preliminary estimates for the work were “around $650,000,” subject to formal bids.
Duke told the court that the team’s goal was to begin demolition in early April, possibly before tax-note proceeds were in hand. He said he was “working mostly with the auditor's office to determine whether the county has enough available cash, to temporarily cover demolition costs” with the understanding that demolition costs would be reimbursed from the forthcoming tax note sale.
Why it matters: Starting demolition before sale of the tax notes could speed the project but requires the county to certify available funds when a contract is executed under Texas law. Duke said the first demolition invoice, if work began in April, would likely be due in mid-May, making timing and cash-flow analysis central to the decision.
Court discussion and next steps: Duke said RBC Capital had circulated a preliminary official statement and anticipated approval of the tax notes in April with proceeds to the county by May. He said demolition evaluation would take about a week after bid opening and that CPM would return with recommendations before any contract award.
