Resident asks St. John redevelopment panel to repair failing fence along Heartland Park

Joyce Pivovar, a resident of 10543 Golden Grove in Silver Lake, told the Town of St. John Redevelopment Commission on March 26 that the fence between her home and Heartland Park is “falling apart” and asked the town to prioritize a repair when budgeting for improvements to the parcel south of the ice rink.
Pivovar said the fence has large holes and mismatched boards and that the homeowners association prevents residents from repairing or painting it. “We were promised… that Saint John was gonna replace the fence that’s behind our house that backs up to Hartland Park,” she said. “It’s in very bad condition.”
The request came during the commission’s public-comment period as the panel considered future work on the park-adjacent parcel. The fence problem, Pivovar said, has persisted through storms and roughly seven and a half years she has lived at the address.
Town staff member Billy told the commission that Pivovar had raised the issue previously at a planning commission meeting and that, since then, public works and building/planning staff had inspected the fence. “We’re getting some numbers on that,” Billy said, indicating staff were assembling cost estimates for repairs or replacement.
Greg Piolar identified himself as representing Save Leachies but did not expand on the fence matter during public comment.
Votes at a glance: The commission approved the minutes for its Feb. 26, 2025, meeting (motion carried, 4-0) and later voted to adjourn the March 26 meeting (motion carried, 4-0).
No formal directive or appropriation for the fence repair was recorded during the meeting; staff provided only that inspections had occurred and cost estimates were being developed.
