Committee members said the draft includes language that requires the Office of Wellness and Resilience, under the authority referenced in the hearing record ("Act 29 2 91" as stated in the transcript), to follow strict data governance protocols and to seek de-identified, aggregated, anonymized data from state departments to protect individual privacy while studying community needs.
"For the purposes of secure and appropriate data sharing agreements that protect the privacy and confidentiality of residents in order to encourage further study of the needs and challenges of the community and the development of effective aid programs and strategies to address these needs and challenges for the community," the chair said while summarizing the amendments being adopted into Senate Draft 1.
