The City of Deltona Special Magistrate on March 26, 2025 heard a string of code-enforcement and fire-safety cases and issued orders requiring repairs, permits or other corrective actions across multiple properties. The hearing produced deadlines ranging from 30 to 90 days and fines that will accrue daily if owners do not comply.
City staff presented evidence and photographs and told the magistrate the notices of violations and hearings were properly served. The magistrate admitted case files and PowerPoint exhibits in each matter and issued written orders; the following summarizes the formal outcomes announced at the hearing.

The case has accrued $13,025 in fines over 521 days; the magistrate ordered the fines to continue at $25 per day until the property is brought into compliance and an affidavit of compliance is filed by the inspector.
- DEL25-2027 — Address listed in case materials; fence/wall in disrepair at the property (Parcel ID 813032150060): The city presented photographs showing collapsed and deteriorated fencing and debris behind the fence, and noted an existing lien for debris in excess of $50,000. The magistrate found a violation and ordered correction within 60 days (deadline 05/26/2025). If the respondent fails to comply, a $50-per-day fine will be imposed.
- DEL25-029 — Eric Lafreniere, 1250 Fieldstone Avenue (Parcel ID 813055140080): The city had boarded broken or unsecured windows and doors and performed an abatement. The magistrate ordered correction within 60 days (deadline 05/26/2025) or a $25-per-day fine will be imposed.
- DEL25-031 — New View (property listing), soffit repair requested (case DEL25031): The magistrate ordered correction within 30 days (deadline 04/25/2025) or a $25-per-day fine will be imposed.
- DEL25-033 A/B/C — Global Commercial Properties, LLC, 1092 Deltona Boulevard (Parcel ID 813010100300): The city charged three separate permit-related violations (new AC unit, replacement sliding door, and electrical work) dating to May 2024 and noted an online application had been started but not completed. The magistrate ordered correction within 30 days (deadline 04/25/2025). If not corrected, fines of $25 per violation per day (totaling $75 per day) will be imposed until compliance.
- Fire case — 2820 Howland Boulevard (Parcel ID 813039090090): Fire inspector Lisa Nadeau testified that electrical wiring and related fixtures did not meet code; the inspector reported some previously cited items had been corrected but identified at least one remaining electrical violation. The magistrate ordered correction within 30 days (deadline 04/25/2025) or a $50-per-day fine will be imposed for each day the violation continues.
Several respondents said they were working with contractors or insurance companies; in some cases the city noted no permit application appeared in the city system. The magistrate repeatedly ordered owners to contact the assigned code compliance inspector to verify compliance after repairs or permits were completed and said written orders would be mailed to respondents.
The magistrate also admitted evidence files and PowerPoint exhibits for each case and confirmed statutory procedures for notice of hearing were followed. The dangerous-dog matter at 1753 Mayhill Street was handled separately and resulted in a declaration that two dogs are dangerous; that ruling and its conditions are reported in a dedicated article.
Next steps
Owners who received orders are required to contact the assigned code compliance inspector to arrange verification of compliance. If owners fail to meet the deadlines the fines stated will begin accruing daily and the city may pursue additional enforcement steps, including liens for unpaid fines.
