Board imposes fines, administrative charges for repeated rubbish and vegetation violations at Langford Drive property

The Seminole County Code Enforcement Board on March 27 reviewed repeat violations at 181 Langford Drive and took multiple actions against property owners Trinity and Joshua Bailey for rubbish and uncultivated vegetation.
Officer Anthony Hill (Seminole County Sheriff’s Office, East Region) presented inspection photos and a timeline showing an initial code board order issued Feb. 7, 2025, followed by subsequent inspections that documented recurring rubbish and vegetation. Waste-collection records cited by staff indicated Waste Pro had tagged curbside material for pickup on March 12; staff reported the property had additional debris after the board’s order.
For the rubbish case (24-71-CEB), the board set administrative costs at $372.97 rather than the staff-recommended lien of $1,100 for 11 days of noncompliance. The board also indicated staff may pursue repeat-violation proceedings for new or continuing infractions; the board can seek higher fines on a repeat finding.
For the uncultivated-vegetation case (24-72-CEB), the board approved a lien of $2,450 representing 49 days of noncompliance at $50 per day (Feb. 7 through March 27, 2025). The motion approving the lien carried by the board.
Officer Hill said he had filed an affidavit of repeat violation prior to the hearing based on recurring debris noted in follow-up inspections. The board noted that fines and liens can be recorded against the property and that future repeat violations could result in higher daily penalties.
