Council advances resolution urging Fairview Park voters to back Issue 2 renewal

Fairview Park City Council placed a resolution on second and subsequent third reading Monday asking local voters to support Issue 2, the statewide renewal of Ohio’s State Capital Improvement Program.
Council President opened the Local Government and Community Services portion of the meeting saying the program is tied to the Ohio Constitution and “needs to be passed every 10 years by the voters,” and that Issue 2 “pays for local infrastructure projects” and involves “no tax increase.”
Councilwoman Mann, who requested the resolution, said the program has funded more than 19,000 projects in the state over the past 40 years and “helps cities build roads, repair their water supply systems, the storm and wastewater, systems, as well as other important infrastructure.” She also said the program creates thousands of jobs for Ohioans. Councilmember Waring noted the program requires periodic voter approval through a constitutional amendment.
Director Kim spoke in support, calling the program “a great funding source for cities to use,” citing grants and low-interest loans as program features.
The council voted to place the resolution supporting Issue 2 on second and subsequent third reading; the roll call recorded yes votes from Councilmember Brian, Councilmember Bill, Councilmember Troy, Councilmember Mike, Councilmember Sarah and Councilmember Bridgette.
The council did not set a ballot argument in the meeting; the resolution asks residents to support Issue 2 at the May ballot.
