Rock County ratifies 2025 agreement with Correctional Officers Association

The Rock County Board of Supervisors ratified the 2025 collective bargaining agreement between Rock County and the Correctional Officers Association.
The ratification resolution was moved by Supervisor Bob Zinn and seconded by Supervisor Wilson. County staff explained the bargaining process in closed sessions and described how HR, the Sheriff's Office and county negotiators reached a tentative agreement. A county staffer described the post–Act 10 bargaining environment and explained that the contract was negotiated with representation from the Wisconsin Professional Police Association.
County staff said this particular contract was reached relatively quickly compared with other recent negotiations; staff reported the parties had reached tentative agreement on most items after two meetings and had agreed on wages within three sessions. The board was told that the bargaining process typically includes management and union proposals, back-and-forth negotiation, and internal direction to negotiators about fiscal limits and operational priorities.
After staff explanation, the board voted to ratify the agreement by voice vote; the clerk recorded the motion as passing and there were no recorded opposed votes.
County staff said the agreement will be finalized after signatures and that ratification authorizes county executives to execute the contract terms.
