Council committees advance multiple ordinances on second reading, approve bank depository resolution and note intercity infrastructure cost-sharing

Fairview Park City Council’s committee meetings on Jan. 27 moved a slate of routine and project-specific measures forward and reviewed the Board of Control report of purchasing actions.

Local Government and Community Services Committee - Ordinance 25-03 (municipal code recodification): The committee described the ordinance as a periodic housekeeping measure to incorporate recent state and city law changes into the city code. The committee moved the ordinance to second, subsequent and third reading; the motion passed by roll call (6–0). - Ordinance 25-04 (Summerfest 2025 alcohol sales): The committee noted prior years’ approvals and said police and fire chiefs did not object to alcohol sales under the same controls used previously; the ordinance was moved to second, subsequent and third reading (6–0).

Finance Committee and Intergovernmental Agreements - Ordinance 25-05 (agreement with Rocky River — El Dorado/Story culvert repair): City staff described a collaborative culvert repair along the city boundary that addresses a failing headwall and erosion. Staff said the total project is shown in the agreement as approximately $300,000 and Fairview Park’s contribution will be $85,000, with Rocky River covering the balance and taking responsibility for project delivery; the committee moved the ordinance to second and subsequent readings (roll-call votes recorded as affirmative). - Ordinance 25-06 (agreement with Rocky River — Higley Road resurfacing): The agreement covers Fairview Park’s small segment of Higley Road while Rocky River resurfaces the remainder in its jurisdiction. Staff said Rocky River asked for clearer language defining which work belongs to each city and that Rocky River’s share remained to be finalized; the committee moved this measure to second reading and to return to committee for review of the revised agreement. - Ordinance 25-07 (engineering contract for design of West 210th resurfacing): The ordinance authorizes design work for West 210th (between Lorraine and Center Ridge) in preparation for a 2026 construction schedule. Staff said the design will evaluate asphalt, curb/curb ramp repairs, manhole reconstructions and catch-basin work; the committee moved the ordinance to second and subsequent third reading.

Resolution 25-01 — banking depositories and short-term investments Finance staff told the committee that the city solicited proposals for depository and investment services as required by Ohio law. Huntington Bank and KeyBank responded; PNC did not submit. Staff recommended maintaining the city’s primary relationship with Huntington and continuing the city’s investment account with the State Treasurer’s STAR Ohio program. The committee moved Resolution 25-01 to second and subsequent third reading (roll-call recorded affirmative).

Board of Control report and purchasing actions Council received a report from the Board of Control that listed multiple purchasing approvals for public-safety, service and parks supplies and small equipment replacements. The board’s recorded actions included approvals for vehicle purchases, safety training, maintenance supplies, tree removals, signal repairs and other routine contracts; the board recorded votes of 5–0 on listed motions and the report was filed with council.

What’s next: The ordinances and the resolution will return for additional readings and, where noted, updated agreements or documentation. Council asked finance staff to develop clearer investment reporting and an investment policy to support transparency if the city expands holdings beyond STAR Ohio.
