Atascosa County Commissioners Court approved multiple personnel actions, contracts and administrative items at the Jan. 21, 2025 meeting and denied one stipend request.
District Attorney Audrey Lewis presented longevity pay increases for three existing assistant district attorneys: Ryan Bridal (increase from $260/month to $280/month), John William Richmond (from $180 to $200/month) and Catherine Schneider (from $160 to $180/month). Commissioner Gillespie moved each increase and motions were seconded and recorded as carried.
New and promoted hires approved included: Olivia Nicole Garza as part-time control technician (starting Jan. 21, 2025, $12/hour, pending drug/physical), Simon Huerta Davila III as juvenile supervision officer tier 3 ($21.11/hour), Refugia Valadez promoted to juvenile supervision officer tier 2 ($22.03/hour, current employee), Elizabeth Porter moved to full-time receptionist in Animal Control ($19.23/hour), and multiple sheriff's office promotions (Israel Cuevas to jail lieutenant with tier 1 pay, Josiah Lopez to jail sergeant, Juan Benitez to corporal). The court recorded motions and approvals for each personnel item; transcript entries list start dates, salary budget account codes and that some hires are pending physical/drug tests.
Justice of the Peace precincts 1 and 3 presented identical juvenile diversion plans (a state-mandated diversion program); commissioners consolidated items 8 and 9 and approved adoption of the plans. Presenters said the plan is detailed in submitted folders and coordinated with local resources for youth services.
Commissioner Gillespie brought item 18 seeking a $50 per child per month stipend from the local truancy prevention diversion fund for Justice Court Precinct 4 juvenile case manager Irene Torres. Gillespie said he could not justify the request and moved to deny it; the court recorded the motion as carried and the request was denied.
Administrative approvals included a microfilm vault storage agreement with Cofile Technologies for 2025 storage at $6,198.52 (to be paid from the records management preservation fund), approval of commissioners' court minutes for October 2024, and authorization to add the county attorney to the HR hiring committee. The court also approved agreements (pending county attorney review as noted in the transcript) for construction and renovation work: an agreement with Integrity Contractors for addition and renovation of the Sheriff's Office and a consulting agreement with Holt Adams Construction for remodeling the tax office. Each motion was moved, seconded and recorded as carried in the transcript; no roll-call tallies were provided.
The transcript records motions as carried for approved items and records that the stipend request was denied. It does not include roll-call vote counts for these motions.
