Atascosa County Commissioners Court approved a resolution authorizing purchase of real property for the Atascosa County Central Appraisal District at Twin 1020 Benstell in Pleasanton, at a purchase price of $2,500,000, during the Jan. 21, 2025 meeting.
Brandy Royalls, identified on the agenda as central appraisal director, introduced the item and staff (identified in the record as Randy Royal/Boyd) described financing terms: a 20-year fixed-rate financing at “6% or under” through Government Capital, structured with no down payment and including a retrofit in the purchase price. Royalls said the facility offers flexible open space for hearings, board meetings and future office growth.
Staff presented a budget comparison showing the county's current lease payment would rise to an estimated $248,000 in 2026 (from $236,000 in 2025) because of scheduled annual rent increases and an annual $14,000 off-market fee. Purchase was estimated to produce annual payments near $220,005 and to generate savings in 2025 of about $15,493 and in 2026 of about $27,000, with larger savings after the loan is paid off.
Commissioners characterized the purchase as fiscally prudent. Commissioner Bowen moved for approval; Commissioner Riley seconded. The court recorded the motion as carried.
The transcript does not show a recorded roll-call tally or the final signed purchase agreement; financing terms were described as estimated and contingent on Government Capital financing. The purchase price in the record is $2,500,000 and the financing description in the transcript describes a 20-year fixed rate at or below 6% with no down payment, and that the price “includes a retrofit.”
Commissioners also congratulated Brandy Royalls on her appointment as chief appraiser during discussion of the item.
