Atascosa County Commissioners on a series of motions unanimously approved routine administrative, personnel and permitting items during the February 2025 meeting. Most votes carried 3-0 with Commissioner Gillespie absent.
Key approvals included:
- Grant-resolution authorizations: The court approved resolutions authorizing applications to the office of the governor for (a) border prosecution grant-related matters and (b) Operation Lone Star grant matters; County Attorney and District Attorney presenters said the approvals authorize applications only and that any county costs would be presented to the court before acceptance. - Personnel actions: The court approved multiple personnel hires and pay actions including an assistant district attorney longevity increase (statutorily required and reimbursed by the state), a payroll of new hires across departments (animal control kennel tech Mark Narvaez at $17.31/hour; juvenile supervision officer Melissa Ramirez at $22.03/hour pending tests; deputy Justin Benavides as Deputy Sheriff at $20.77/hour tier 2), and the hiring of Curtis Vickers as economic development/project manager at $28.85/hour. Most personnel motions were moved and seconded and carried 3-0.
- Administrative/operational items: The court approved opening a separate bank account to handle motor vehicle web-dealer transactions as requested by Tax Assessor Loretta Holly; the court declared county-owned items at the Gillespie Annex as salvage property pursuant to Chapter 263, Subchapter D, Sec. 263.1524(A) (items listed in the attached county inventory); and the court approved the sale/disposition steps on several plats, driveway permits and waterline permits (including approval of Meryl Gomez final plat on Lozano Road, a commercial driveway permit for Marathon Oil on County Road 407, and a temporary waterline for Top Gun Energy on County Road 347). Utility right-of-way permits for Frontier Communications on multiple roads in Precincts 3 and 4 were approved as listed in the packet.
- Meeting records and finances: The court approved commissioner court minutes for November 2024; payroll and invoices (process number 17) and county financial reports for December and January were approved after review.
Most items drew limited discussion on the record and were recommended by staff; where presenters indicated potential costs or conditions, they said those would return to the court for formal approval before any county expense is incurred. The court recessed into executive session as permitted by Texas Government Code sections identified on the record and later returned to approve payroll and reports; no action was taken during executive session.
