Atascosa County Commissioners approve grants, contracts, personnel moves and several administrative items in March session

Atascosa County Commissioners Court approved a series of routine administrative and personnel items during its March session, including a grant resolution from the District Attorney's office, election contracts, personnel appointments and a vehicle trade-in.
District Attorney Audrey Lewis presented a resolution required for a victim coordinator grant from the Office of the Attorney General that covers $49,500 toward a victim advocate/coordinator salary; the court approved the resolution on a motion by Commissioner Gillespie and a second by Commissioner Pavelic.
The court accepted Constable Mark Medina's 2024 racial-profiling report for Precinct 1 for submission to the state and approved multiple election contracts presented by Kathy Sider (e.g., Evergreen Water District and Atascosa County Emergency Services District 1). The court also approved use of technology-fund payments for Judge Felix Herrera and Judge Fong to attend education and technology seminars in April.
The court approved a local agreement (interlocal) for mutual aid (see separate article) and a series of personnel actions across departments: numerous sheriff's-office hires and reclassifications (patrol deputies, corrections officer, bailiff, flex deputies, jail support staff), Road & Bridge hires, and appointment of a new human-resources director, Kayla Fournier, with compensation and travel allowance recorded on the payroll line item.
Treasurer Laura Pavelic requested approval for the county to use an ACA reporting and tracking service for 1095 reporting; she said the county's insurer will complete filings and that the tech association will waive the service cost if filings meet the deadline. The court approved the service.
The county auditor presented trade-in approval of two Road & Bridge vehicles toward purchase of a 2011 F-350 dump truck, with trade-in values recorded; the court approved the trade-in and purchase. The court also reappointed and appointed emergency services district (ESD) commissioners with recorded expiration dates for new terms and approved a real-estate contract to sell county-owned property (authorized Commissioner Gillespie to sign and present to prospective buyers).
Payroll (process number 18) and submitted invoices were presented and approved. The court also recorded continuing-education and training hours for several county officials and employees and recessed into and returned from executive session to consider attorney consultation, personnel and real-property matters.
