Commissioners approve multiple road-crossing permits for waterlines and fiber installation across Precincts 3 and 4

Atascosa County Commissioners Court approved multiple road-board and temporary waterline permits that will allow utility work including SAWS water-line crossings, a temporary waterline by Select Water Solutions, and several road crossings for fiber installation in subdivisions in Precincts 3 and 4.
Brittany Van Curren of Rural Development recommended approval on each permit after confirming applicants met the county's requirements. The court took grouped votes on related permits: the SAWS Stacy Road permit and Atascosa County Emergency Services District election administration contract motions were approved with no objection; a second grouped motion approved multiple Precinct 3 Otter Street and Taylor Road crossings; a third motion approved a set of Precinct 4 crossings on Persimmon Drive, County Road 430 and related rights-of-way tied to previously approved right-of-way permits.
Van Curren told commissioners the SAWS permit grants authority to tear up the road, install the water line and restore the roadway under the county's permit conditions and with county attorney approval. For the temporary waterline permit on County Road 442, she said the applicant had satisfied county requirements and recommended approval.
Commissioner Pavelic moved and Commissioner Riley seconded the grouped motions for the Precinct 3 permits; Commissioner Riley moved the Precinct 4 group and Commissioner Pavelic seconded. All motions carried on voice vote.
Staff noted several of the road-board permits correspond to earlier right-of-way approvals related to fiber installations in a subdivision; the road-board permits specifically authorize crossings and pavement restoration required for installing fiber between residents.
No permit conditions beyond standard county permit requirements were recorded in discussion; Van Curren said applicants had met requirements and the county attorney had approved the SAWS permit.
The decisions allow utility work to proceed under county supervision; contractors must comply with county permit terms and restoration obligations.
