Escanaba council approves up to $104,000 in extra funds for water plant filter repairs

At its March 6 meeting the Escanaba City Council approved a motion to authorize up to $104,000 in additional funds to complete work on a Leopold filter underdrain system at the city’s water treatment plant.
City Manager (presenter) explained the request and turned technical questions to Mr. Lampe, a city staff member, who told the council crews elected originally not to install a full liner after finding the concrete in good condition. During chemical removal of the existing liner, staff could not remove all primer layers and could not determine whether the remaining material met NSF certification requirements. Contractors recommended applying an NSF-rated coating to the affected surfaces to allow the project to move forward.
The council discussed the risk of encountering similar issues in two other filters of the same vintage; Mr. Lampe said the team is preparing for the next two filters based on lessons learned from this repair. The motion to approve the additional funds (not to exceed $104,000) carried on a roll call vote with all named council members recorded as voting yes.
According to the agenda item, the requested money is available but was not budgeted; council approved the expenditure to allow completion of the current filter project. No amendments to the motion were recorded.
