Board approves Lake County Housing Commission 2025 administrative plan and HUD civil-rights forms

The Lake County Board of Supervisors, sitting as the Board of Housing Commissioners, approved the Lake County Housing Commission’s 2025 administrative plan for the Housing Choice Voucher Program and authorized the chair to sign HUD annual civil-rights certification forms HUD-577-CR and HUD-577-SL.

Teresa Wold, program coordinator for the county housing programs in the Department of Social Services, told the board the administrative plan is the PHA’s policy-and-procedure manual and that staff follows a standard process: a 45-day public comment period followed by a public hearing. Wold said the PHA completed a full revision of the plan last year to accommodate program changes under the Housing Opportunity Through Modernization Act (HOPMA).

Wold said the public hearing for the proposed 2025 plan was held Feb. 24 and included resident advisory board members, members of the public and housing staff. She requested that the board authorize the chair to sign the HUD civil-rights certification forms. Lisa Judd, deputy county administrative officer for housing, supported the regionalization discussion earlier in the meeting and reiterated that voucher administration is technically complex and benefits from specialized staff.

One board member asked about expiration dates printed on the HUD forms; Wold and staff clarified that although the forms list an expiration date of 03/31/2024, HUD had not provided updated forms and the county may submit the current versions.

The formal action was a motion to approve the 2025 administrative plan and to sign the HUD-577-CR and HUD-577-SL forms; the motion passed 4-0. The board record shows no public objections during the meeting’s public comment period on this agenda item.
