Human resources staff updated the Personnel & Policy Committee on benefits enrollment figures and a proposed reorganization to place benefits and wellness under HR oversight.
Mr. Garner presented August 31 enrollment counts (numbers described as “soft” because new hires continue to enroll): 904 active plan users across Dean and Mercy plans (298 on Dean; 606 on Mercy), about 31 vacancies that might carry benefits and 23 new hires since Sept. 1. Garner said 69 employees used FAHP as of Aug. 31 (up from 40 on June 30) and reported 107 users migrated to Mercy and 23 people migrated away from Dean (either off the plan or to Mercy) as part of recent changes.
Superintendent Mr. Holzman briefed the committee on a staffing and organizational adjustment for benefits. The district will not hire a director; instead it plans to post a benefits and wellness manager position who would oversee a benefits specialist and report within the human resources hierarchy. The change reflects a reallocation rather than a headcount increase; comparable districts cited in the briefing have larger HR staffs (examples: Sun Prairie 10, Eau Claire 8, Verona 9). Holzman said the manager salary will be lower than a director and the posting is intended by month‑end.
Holzman also described an operational goal to expand HR capacity to manage professional development for noncertified staff and to have the benefits specialist assist with operational HR duties. The committee was told the district will work through job descriptions, interview processes and onboarding after the posting.
Committee members asked clarifying questions about the enrollment counts and timeline; staff emphasized figures would be updated as new hires complete enrollment windows.
